What You Need to Know About Denture Coverage Under the Canadian Dental Care Plan – Updated December 2025

The Canadian Dental Care Plan (CDCP) is making dental and denture treatment more accessible than ever for Canadians without private dental insurance. For many adults and seniors, dentures are among the most important covered benefits and at Kelowna Denture Clinic, we are a registered CDCP provider.

Recent updates from Health Canada and Sun Life mean that patients now have clearer coverage guidelines, new preauthorization requirements, and updated fee structures. This article reflects the latest 2025 CDCP changes so you can make informed decisions about your denture care.

What Is the CDCP?

For many people, denture treatment that was previously unaffordable is now within reach.

The Canadian Dental Care Plan helps reduce the cost of dental care for Canadians who:

  • Have an adjusted family net income under $90,000
  • Do not have private or employer-provided dental insurance
  • Filed a tax return in the previous year

Under the updated guidance, the CDCP:

  • Covers essential dental services, including full dentures, partial dentures, relines, repairs, and extractions
  • Provides no-cost or reduced-cost coverage depending on income tier
  • Is administered by Sun Life on behalf of the Government of Canada
  • Requires preauthorization for certain denture services (details below)

These updates mean denture treatment that was once out of reach may now be fully or partially covered.

Are Dentures Covered Under the CDCP?

Yes, dentures are covered under the CDCP, including many services essential to restoring your smile.

Covered categories include:

  • Complete dentures
  • Partial dentures
  • Denture repairs
  • Denture relines and adjustments
  • Tooth extractions
  • Dental cleanings
  • Dental check-ups

Important 2025 update:
Some denture services now require preauthorization before treatment begins. This is especially true for higher-cost or complex denture procedures. As your provider, we handle this process for you to prevent delays or unexpected costs.

How Much Does CDCP Cover for Dentures?

Your coverage level depends on your household income.
Based on the CDCP fee table:

Income LevelCDCP CoversYour Co-Pay
Below $70,000100%$0
$70,000–$79,99960%40%
$80,000–$89,99940%60%

At Kelowna Denture Clinic, we use the BC provincial fee guide as a guideline and can calculate your exact pre-pay before treatment begins.

You always know your costs upfront — no surprises.

2025 Provider Update: Balance Billing Rules

CDCP pays according to its own internal fee guide, not provincial fee guides. At Kelowna Denture Clinic, we use the BC Denturist Fee Guide as a baseline, but CDCP’s allowable fees may differ. If the CDCP approved fee is lower than the BC guideline, you may see a small remaining balance. We provide full cost transparency before treatment begins.

Some denture treatments cannot proceed until Sun Life reviews and approves a request. Preauthorization is typically required for:

  • Some complete or partial denture plans
  • Certain types of repairs or remakes
  • Complex cases or medically-linked denture needs

This process ensures that:
✔ The treatment is eligible
✔ The patient cost is accurately calculated
✔ Your coverage is protected

Our clinic always submits preauthorization before treatment begins when required.

Who Is Eligible for CDCP Denture Coverage?

You may qualify for CDCP dentures if you meet the following criteria:
✔ You are a Canadian resident
✔ You do not have private or employer dental insurance
✔ You filed a tax return last year
✔ Your adjusted family net income is under $90,000
✔ You may also qualify if you’re covered under certain government programs

If you’re unsure, we can assist you in checking your eligibility.
